We are seeking a highly motivated, dedicated and experienced individual to fill the role of Project Manager during the Delivery Phase of our new Scottish Co-operative Discovery Centre. The ideal candidate will be highly organised with proven experience in capital projects and in the not-for-profit sector. They will work collaboratively within a small, dedicated team led by our Project Director and be proficient in delivering multiple tasks on budget and within deadline and exhibit the drive to ensure project success and possess excellent communication and interpersonal skills.
West Calder & Harburn Community Development Trust is a community owned charitable company founded in 2013 and based in West Lothian. We deliver a range of local initiatives and projects identified and led by our community itself which include a Community Woods & Garden, a community café and shop, local events and a wellbeing support project.
We are currently a team of 11 staff who with volunteers, strive to improve the community around us via strategically designed services and initiatives which are effective in providing jobs, activities and local amenities to help improve and drive growth in the local area.
The Trust has been successful in raising the funding to develop a local landmark building to become a national class heritage attraction – The Scottish Co-operative Discovery Centre – that also helps deliver a range of local development priorities. The main capital works element of the project is one of several interlinked strands that include the exhibition, a shop, café and bistro, event and catering and an education and training programme.
The project will redevelop a derelict Victorian/Edwardian brick building of about 1200 square metres in a sympathetic manner to house the discovery centre. The building design has been developed by a design team led by Collective Architecture Ltd, has secured planning permission and is in the process of submitting for Building Warrant and commencing a two-stage traditional tender process for a main contractor with works hoped to commence later in 2024.
The project is funded by a range of funders that include The National Lottery Heritage Fund, The Scottish Government Regeneration Capital Grant Fund, Historic Environment Scotland and The UK Government Community Ownership and we are looking for a project manager to manage the capital works aspect of this project.
• Develop a comprehensive project plan, outlining key milestones, timelines, and resources required.
• Oversee the co-ordination and management of the capital works working with the Architect led Design Team, the Quantity Surveyor and Main Contractor., ensuring adherence to regulatory standards.
• Plan and manage the tender process including negotiations, contract amendments, and contract document collation to ensure the best contractors undertake the work.
• Oversee all aspects of the construction work once underway to ensure all teams involved i.e design team, architects, clerk of works, manage their individual areas effectively so all observations, improvements, changes, planning conditions etc are met and adhered to.
• Ensure the effective monitoring and evaluation of the project, providing information on outcomes to the management team and relevant stakeholders.
• Work with a budget, co-ordinate multiple resources and meet deadlines to ensure successful delivery.
• Dynamically manage project risks and update risk registers with the support of the project director
• Ensure the Trust meets its legal liabilities and complies with best practice with particular regard to Health & Safety, procurement and other relevant regulations and legislation.
• Manage multiple workstreams at one time and achieve demanding deadlines which are often tight without effecting the moral and wellbeing of the contractors who are assisting with this.
• Deliver regular reports on the progress and milestones towards delivery of the new building.
• Record and manage the contract change control procedure, ensuring contract timescales are maintained.
• Develop and manage the project budget, ensuring effective utilisation of resources and compliance with financial guidelines.
• Manage the payment process ensuring contract timescales are maintained.
• Continuously monitor costs against quality and progress of project by managing the contractors output effectively and intervene if things aren’t on-track
• Monitor, manage, and report necessary information to funders, requiring collaboration with financial administration officers.
• Coordinate with the Heritage and Exhibition Development Team as well as relevant specialist professional consultants to ensure the smooth and holistic delivery and development of the project and all its strands.
• Proactively manage the performance and output of consultants and development partners to ensure timely project completion.
• Support the development, recruitment, and training of the operational team.
• Monitor implementation of the Management and Maintenance Plan (MMP), energy performance, and operational performance.
• Support the transition phase to operation, ensuring seamless post-construction activities.
• Ensure smooth handover processes, including arranging pre-start and handover meetings, issuing completion certificates, and managing defects lists.
This role profile is not exhaustive; it will be subject to periodic review and may be amended to meet the changing needs of the business. The post holder will be expected to participate in this process, and we would aim to reach agreement to the changes.
• Proven experience working as a Project Manager, with a track record of effective influence and interaction at Board and Director level
• Demonstrated success in leading teams and managing complex programs.
• Exceptional communication and interpersonal skills, with the ability to collaborate effectively with diverse range of staff, management and stakeholders.
• Strong analytical and problem-solving skills, with the ability to make informed decisions in a dynamic environment.
